Deletion of text in Section II-XIX-E (Procedures Dealing with Cases of Harassment) due to recent legislative changes.

Revised wording in Section II-VI-B-1 from "Junior members may not choose to sign the cover letter if they wish" to "Junior members may choose to not sign the cover letter if they wish".  Replacement of all instances of incorrect wording "tenure and tenure" to "tenure" found in faculty manual.
