Robert Sharlet, Chauncey Winters Research Professor of Political Science, presented a paper, "The Russian Constitutional Court's Long Struggle for Viable Federalism," at the annual National Slavic Conference in Boston in December. The paper, which focused on the Court's federalism cases during its first decade along with other papers on the panel and a companion panel, will be gathered into a book, The Russian Constitution: Promise and Practice, to be co-edited by Sharlet and Gordon Smith of the University of South Carolina.
