Telecomm
Authorization Codes

An authorization code is required to use Union's long distance service. A 7-digit, personal and confidential authorization code (personal billing number) can be assigned only to full time matriculated undergraduate Union students upon completion of an application form at the Telecommunications Office, located at the Reamer Campus Center Room 405. A valid Union ID or Picture Driver's License is necessary to obtain a code.

With a personal authorization code, the student can place a direct dial long distance call, and/or obtain directory information from any phone located in a college owned residence hall room on campus, or from any white courtesy phone located on each of the four floors in the Reamer Campus Center and in other public areas.

The student is fully responsible and financially liable for all calls placed with his/her authorization code up until the time he/she notifies the Telecommunications Office, in writing, to cancel the code. Students are urged NOT to let others use their codes, since a) there is no charge to obtain a code, and b) the person assigned the code must ultimately pay the phone bill.

If a student believes that his/her code has been lost, or stolen, he/she must notify the Telecommunications Office, in person and in writing, at which time the code will be cancelled. After normal business hours, a student may report a lost or stolen code to the Campus Operations Center Security desk. Only the Telecommunications Office can issue a new code.

If a student withdraws from the College, takes a leave of absence, or graduates, the Telecommunications Office will cancel that persons code. If a student goes on a Union College term abroad, or similar Union program, the code will be cancelled only if the student makes a written request to the Telecommunications Office to do so.

Data Access

ResNet is an ethernet network service provided by the College and maintained by the Information Technology Services, Steinmetz Hall, 518-388-6293. Students who own computers and live in Residence Halls can access campus and world-wide electronic resources from their rooms 24hrs/day. To connect to ResNet, your computer must have ethernet connection hardware and must meet the minimum hardware configuration. Supported connection kits may be purchased from the College Bookstore. In-depth documentation is available at the Consultant's Office, Steinmetz Hall, Rm 106A and How-To sheets are available in the bin located down the hall.

Long Distance Service

Union College's local, intrastate, and long distance direct dial carrier is AT&T. All telephone calls are routed through the College's Telephone System. To utilize Union's network for direct dial long distance from Residence Halls, the caller must have a valid 7-digit authorization code. The PBX prompts the caller to enter this code after the dialing the telephone number.

Union bills the call to the subscriber who was assigned the authorization code, at a flat rate of $0.10/minute for direct dial toll calls made within the domestic United States, Canada, Hawaii, Alaska, Puerto Rico, and Virgin Islands. Calls are rounded to the next whole minute when rated. International calls are billed at the prevailing AT&T rate according to the time of day at the 'from number'. International calls are rated the same regardless of the day of the week. The College reserves the right to adjust rates as necessary. The College does not pass along charges for taxes, surcharges or other normal residential service fees.

Operator Assisted Calls

Students CANNOT use other long distance carriers to provide direct dial calling services. Students may elect to contract independently with other long distance carriers which will allow them to make operator assisted calls only, using a vendor-supplied calling card. The student can establish an account with the vendor of choice. Non-AT&T vendor operator services can be reached by dialing the 7-digit '950' or the toll free '800' access number provided on the vendor calling card or by dialing 3-0 to reach a Bell Atlantic Operator followed by a request to transfer to the Operator provider for your calling card. The Operator cannot make the call for you.

Students using calling cards in making long distance calls are billed directly by the vendor, and not Union College. The college takes no responsibility for service or billing to students who contract with other long distance telecommunications carriers. It is important to note that all calling card calls carry per call surcharges and taxes that add to the cost of the call. There may also be monthly minimums, term commitments and subscription costs in addition to restrictive dialing times. Users are often unaware of the extra charges that will skew the comparison of toll rates per minute.

Telphone Fraud Misuse

Fraudulent or abusive use of the system by anyone will not be tolerated. All fraudulent calls will be traced and abusers will be identified and referred to the Dean of Students Office for disciplinary action. Inappropriate telephone use, including fraud, sale, unauthorized use or misuse of an authorization code, calling card numbers and other numbers is considered theft of services under New York State Law. The law makes toll fraud a Class E felony for theft involving over $1,000, or if a person has been convicted of toll fraud in the last five years. In addition, students may be held responsible for any services ordered via the internet billed to the college. (See Billing/Collection ).

Billing and Collection

Any student who obtains a personal and confidential 7-digit authorization code from the Telecommunications Office is fully responsible and financially liable for all call charges made using that code until which time they are no longer a full time undergraduate or they have left the college. Call charges billed against the code include direct dial toll calls, international calls, and directory assistance charges.

ALL STUDENTS ASSIGNED TO A ROOM OR SUITE WILL BE HELD EQUALLY AND FINANCIALLY RESPONSIBLE FOR ANY COSTS ASSOCIATED WITH:

  1. The repair or replacement of a damaged jack or wires, installed in that room, including repairs that have to be done after the student(s) vacate the room for the summer. Expect Room Checks.
  2. Any collect, third party or other miscellaneous call charge with a request by the student(s) to bill a college telephone number. Although these calls will normally be blocked at the Operator level, some calls are put through and the college will ultimately get the charge for the call. These calls can be traced back to the occupants of the room at the time of the call and all occupants will be billed an equal portion of the cost of the call + fees.
  3. Students will be held financially responsible for any charges billed to the college for services they have signed up for, via telephone, internet, mail, or in person, where they have given out their college telephone number. This includes such services as: adult, voicemail, astrology, lotteries, and other types of phone services promoted in the media. One of the most frequent ways it happens is when people think they are entering contests or sweepstakes, but unknowingly sign up for a product or service. Do not give out your phone number unless you are prepared to pay for exorbitant charges for which you will be charged.

Telephone Bills & Statements

The Telecommunications Office will mail to the student's campus mailbox an itemized monthly invoice of all long distance calls and made the previous month using his/her authorization code. The telephone bill will also show a cumulative balance forward of any amounts due for prior months' unpaid telephone bills, as well as any other miscellaneous telephone related charges and credits. The July bills are mailed to home addresses unless other arrangements have been made. December 1st and August 1st phone bills are generally not mailed home unless the amount due exceeds $50.00 or as determined by the College.

Payment Policy

Payment of telephone bills is due in full on the last day of the month of that bill issue date. Payments can be made at the Telecom Office (checks only) or the Cashier's Office (checks/cash). Payments received after 12noon will be credited the next business day. Unpaid student telephone accounts are dealt with under existing policies regarding student financial responsibilities and obligations. Failure to pay your telephone bill when due may result in loss of privileges in using the college's long distance service, inability to pre-register or receive grades/transcripts.

Public Fax Machine

A Public Fax Machine is located in Reamer Campus Center 1st Floor, between the public payphones. debit cards are available for purchase to use on this machine or you can charge the transmission to a credit card. Full instructions are on the machine.

HOW TO'S

Determine Your Residence Hall Room Telephone Extension Number:

  • Obtain dial tone on the telephone.
  • Press: # * 1 1 3
  • Voice response will announce the extension
  • number associated with the residence hall room.
  • Use prefix 388 for all 5000, 6000, 7000 & 8000 numbers.
  • College Area Code is 518

    ACCESS VOICEMAIL (See voicemail brochure)

  • From any College phone: dial '6688' or press *5 then, * again when connected to Voicemail.
  • From off campus: dial (518) 388-6688 from any touchtone telephone. After the greeting press ' # ' to tell the system you are a subscriber and enter your personal voice mailbox number.
  • Dial By Name to Mailbox from campus- Dial 1100 (from offcampus dial 388-6688, then 1100)

    Report Annoyance Calls Or Emergencies

    General Calling Information

    OPERATORS: You can reach a Verizon Operator by dialing 3 then 0. Stay on the line to be connected. To reach a different vendor operator you can ask to be transferred by Verizon. Operators can only assist you with calling card, or collect/third party calls when the call is billed to a non-Union College number.

    AREA CODES & EXCHANGES: For help finding area codes within domestic USA and Canada, Puerto Rico, Hawaii and Alaska, check web site: www.nanpa.com.

    AT&T INTERNATIONAL DIRECTORY ASSISTANCE:

    For Country Codes and City Codes and best times to dial, there is no charge and they are available on the web site: www.att.com/traveler/tools/codes.html). To find an international phone number for a specific party, there IS a charge that must be billed to a calling card or to a Non-Union third party who must accept the charges. Call 1-800-Call-ATT.

    TO ENSURE CALL TERMINATION:
    Hang up the phone to get normal dial tone or press switchhook for at least 10 seconds. Otherwise you may not completely disconnect.

    CALLER ID:
    Incoming Caller ID is NOT provided on student lines, Caller ID Boxes WILL NOT WORK. Outgoing Caller ID will show a generic 518-388-7199.

    PREPAID CALLING CARDS:
    Prepaid calling cards are available at Telecommunications Office in different denominations. We can bill to your Union Tel. Acct.

    VOICE RESPONSE UNIT

    The PBX contains a VOICE RESPONSE UNIT, to prompt you to feature performance and call status. The VOICE RESPONSE UNIT is heard through the handset.

    Some typical phrases are: 'EXTENSION 0000 IS NOT IN SERVICE' 'ALL LINES BUSY, PLEASE HOLD'

    In addition to phrases, the PBX contains a vocabulary utilized to enhance the feature usage of the telephone.

    'VOICE MESSAGE'

    Whenever there is message for a subscriber associated with that extension. ONLY available in single rooms.

    'ENTER'

    Is repeated 3 times whenever a switchhook flash has been satisfactorily performed.

    'HELD'

    Is repeated 3 times when-ever an action is taken to obtain dial tone and a call has been left on hold.

    'CONFERENCE'

    Is repeated 3 times when-ever an action is taken to obtain dial tone and a conference has been placed on hold

    'INVALID'

    Is repeated 3 times when-ever an 'invalid' feature code is dialed.

    NOTE: After a message is given, normal dial tone will be returned. However, you do not have to wait for the 'Word' to be repeated 3 times to proceed with whatever function you desire.

    AUDIBLE SIGNALS

    The PBX provides several different TONES, heard through the handset which provide information about a call.

    CONFIRMATION:

    2 Beeps System has accepted your input.

    REORDER TONE:

    Fast Busy System has Signal rejected your input.

    CALL-WAITING:

    1 Ring Internal call is waiting

    RING/TONE:

    The PBX also has different RINGS to notify you as to the type of incoming call.
