Public Health Informatics Specialist III, Health Research Inc., Albany, NY

Minimum Qualifications 

Bachelor’s degree in Epidemiology, Biostatistics, Computer Science, Public Health, or a related field and three years of data analysis experience; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master’s degree in a related field may substitute for one year of experience.  

Preferred Qualifications 

At least five years of experience with statistical analysis, data systems development and management, data methodologies and relational databases. At least three years experience in preparation of statistical reports for internal and public presentation. At least three years of experience in SAS Base software and SQL queries. SAS Certification. At least three years of experience in public speaking and presentation of public health data. At least two years of experience in HL7 messaging formats. 

Responsibilities  

The Public Health Informatics Specialist III will be responsible for data management, quality assessment, and statistical analysis for Public Health Emergency Preparedness (PHEP) operations and project coordination for PHEP computer applications. Duties related to PHEP operations will include: developing analysis plans to meet project goals; performing statistical analyses of data to contribute to project knowledge; visualizing data by using information technology tools; providing support for ad-hoc reporting needs during emergency events; interpreting data requests inclusive of end user clarification; and providing technical expertise and guidance on data issues. Duties related to PHEP computer applications will include: eliciting and documenting project requirements as it relates to data management using standard processes; monitoring application development, tracking timelines and delivery date projections related to data; authoring progress reports and grant summaries; performing change management to ensure appropriate versioning; and facilitating user testing and acceptance for PHEP web-applications. Other related duties as assigned.
