Responsibilities: Responsible for overseeing the activities of administrative personnel, assisting in development of security training programs, evaluating personnel, coordinating with local law enforcement agencies, promoting positive community service and relations with the entire community, and working with the Dean of Students Office. He serves as a co-investigator to ensure compliance with Title IX, and the Campus SaVE Act, and is a certified Civil Rights Investigator. Tom works with various offices at the college to ensure the institution’s compliance with the Clery Act.

He attended Schenectady County Community College and Buffalo State College. Mr. Constantine retired from the Niskayuna Police Department after a successful 20-year career. He left his post as Director of Homeland Security / Emergency Management for Schenectady County to join the staff here at Union College. He and his spouse live in Niskayuna. They have a daughter who is a Navy pilot, serving out of Norfolk, VA; a daughter in her senior undergraduate year, playing soccer at St. Rose; and a son entering Ithaca College.

Continuing Education: Specialized training in crime prevention, community policing, and the use of science and technology in the investigation of major criminal activity. FBI National Academy DCJS Master Instructor - Specializing in the areas of physical fitness, defensive tactics and officer safety. He is New York State Police trained in the investigation of child abuse, family violence, and sex offenses.
