Support and coordinate the activities of the Quality Improvement Clinical Management System (McSource, MedMeasures, MedCapture) and key dependencies on other legacy systems and data sources (FACETS, Rx claims, external vendors, etc) for smooth operation and support of the Quality Improvement Department’s business objectives; Support the availability of data that meets user-defined standards for completeness, accuracy, timeliness and accessibility; Support appropriate data source to target mapping documentation for all data loaded to the MCSource database; Support the assessment and analysis of systems documentation and facilitate the appropriate reaction to these factors as necessary to ensure the integrity of the data; Understand how multiple sources of legacy and other data are used within business processes and related their impact on Quality Improvement outcomes and reporting; Facilitate cooperative working relationships with MVP’s IT and Operational departments to increase their engagement with QI to ensure no negative impact of business practice to the QI meta data, understand how data is used within business processes and its impact on QI reporting, ensure the development or issue correction initiative meets the business goal, align system activities with business objectives to ensure efficient, cost-effective operations; Establish, maintain and facilitate a cooperative working relationship with GDIT (owner of the suite of products QI utilizes as the source of all quality related reporting); Lead small, medium and large scale QI projects (software upgrade initiatives, new report process design, solution development for problems); Support the analysis, specifications, testing and schedule; As needed, perform tasks related to the end to end delivery of various projects from design through testing phase; Support the identification and assessment of process improvement recommendations as needed; Prepare analyses for QI management and analytical staff to raise potential data integrity or regulatory compliance issues; Act as a subject matter expert for QI analysts to manage, mentor and develop them in the identification, analysis and resolution of anomalies of the data in the QI reporting tool; Interact with IT Strategic PMOs as the primary QI contact for IT deliverables from design through testing phase of the project; Develop and execute test cases to ensure the quality of MVP’s legacy data in MCSource. Work with IT Developers to Unit Test and debug their processes and with GDIT DBA staff to test and debug on their end; Support the documentation of defects in the MCSource extract processes and work with IT Project Managers, Business Analysts, Developers and Testers to resolve and implement solutions.



Minimum Education:
BA or BS or equivalent business experience in computer science, information management and/or healthcare
administration. Education may be substituted for business experience as outlined below.

Minimum Experience:

Education plus at least 2 years’ experience working in a health insurer environment in the capacity of business or
systems analyst.
Education credential may be substituted for at least 4 years’ experience working in a health insurer environment in
the capacity of business or systems analyst. Extensive background with data analysis and health care system’s
metadata in a managed care environment required.
Experience working within a health insurer Quality Improvement Department highly preferred.

Required Skills:
• Self-directed and detail oriented with strong organizational and multi-tasking skills and solid judgment and
• Ability to work independently and prioritize multiple assignments to meet deadlines.
• In depth knowledge of health care, health care delivery and claim, enrollment and provider processing systems
(Facets processing system knowledge is a plus)
• Advanced analytical skills, logical thinking and creative problem solving abilities. Ability to conduct thorough
research into data issues.
• Excellent interpersonal and communication (oral & written) skills.
• Strong elicitation, facilitation and negotiation skills
• Experience working in a team-oriented, collaborative environment
• Proficient with Windows tools, including spreadsheets, word processing, Access, project and email.
• Working knowledge and experience in SQL
• Medical Terminology knowledge
• Ability to act as the IT and vendor technical liaison.
