Job Description:

The University at Albany is seeking a highly qualified candidate to fill the role of Associate Director, Network Design and Engineering within the division of Information Technology Services (ITS). The Associate Director, Network Design and Engineering will serve as a member of ITS's Enterprise Infrastructure Services team, which is responsible for the delivery of infrastructure services.

The Associate Director leads and manages the Network Design and Engineering group and is responsible for the effective design, implementation and operation of the University at Albany network infrastructure spanning multiple campuses and locations in the Capital Region. The network serves nearly 25,000 University faculty, staff and students and is in a consistent pattern of growth and a constant cycle of replacement that enables and supports academic, research and administrative innovation.
As the Service Owner for the network infrastructure service and the network access service, the Associate Director plans, advocates and speaks for the networking needs of the University. S/he manages the operational and project-based activities of the group to ensure high quality service delivery and exceptional customer satisfaction. The Associate Director defines and monitors key performance indicators that inform decisions on resource management and prioritization. Planning, budgeting and project management are key to the success of this full-time position.
The Associate Director is engaged in the day-to-day activities of his/her staff and continuously defines, reviews and evaluates the standards, processes and methods of service delivery. S/he creates an environment that encourages and promotes both individual professional growth and team building. The Associate Director brings a well-developed background in networking, but draws upon the expertise in the group to foster collaborative design and planning. S/he empowers team members to take initiative and make operational decisions within their defined areas of responsibility.

Duties and responsibilities:

  • Manage the design, implementation, operation, maintenance and growth of all network infrastructure at the University
  • Manage projects primarily associated with network services
  • Plan for cyclic replacement of all equipment
  • Conduct redundancy and contingency planning and testing
  • Work with the Director of Enterprise Infrastructure Services and the Assistant CIO for Administration to develop annual and multi-year budgets
  • Oversee, review and approve group spending requests within budget
  • Lead and supervise a network architect, engineers and designers, setting clear roles and expectations for operational and project activities; establish procedures, standards and protocols to guide group activities
  • Recruit, hire, and train/acclimate new staff
  • Oversee group work management including incidents, service requests, problems and projects following ITIL principles of service management
  • Oversee the accurate and timely creation and update of network diagrams, fiber plant maps, network jack database, telecom room information, and project artifacts
  • Ensure that University and ITS asset management processes are followed consistently
  • Develop and maintain familiarity with the network connectivity offerings available and in place for all data center occupants including ITS service providers, UAlbany Technical Coordinators, and occupants that are external to UAlbany
  • Provide service ownership for the Network Access service and the Network service
  • Address, anticipate, plan and advocate for the network needs of the faculty, staff, students and ITS service providers at the University
  • Work interactively with other ITS service owners including the Data Center, Server Infrastructure, and the Storage services
  • Develop and maintain operating level agreements with the Help Desk in support of these services
  • Develop and maintain professional, productive and collaborative relationships with Facilities Management partners
  • Manage critical incidents
  • Manage and continuously evaluate the costs, value, satisfaction, and overall efficacy of contracts for internet services, fiber leases, student dormitory network services and other services
  • Manage vendor relationships


Minimum Qualifications:

  • Bachelor's degree from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization
  • Five years of experience managing three or more direct reports
  • Seven years of experience with network design and engineering including use of the following technologies: switching, routing, firewalling, wireless, VoIP, BGP, VLAN, and VPN
  • Experience with design, installation, maintenance, and repair of complex copper and fiber optic cable plants
  • Experience managing multiple, concurrent projects successfully, including preparation and maintenance of complete budgets and schedules
  • Excellent written and verbal communications skills
  • Ability to work in a culturally diverse environment

Preferred Qualifications:

  • At least 10 years of experience managing three or more direct reports
  • Experience managing a wireless access environment of at least 500 access points
  • Experience managing a network supporting VoIP and unified communications services exceeding 1000 end-points
  • Experience managing a multi-vendor network infrastructure
  • Experience working in a unionized environment
  • Enterprise level networking certification from a major provider (ie. CCIE, JNCIE, etc.)
  • PMP certification
  • ITIL certification
