Budget Analyst, SUNY Albany

The Budget Analyst will conduct a full range of financial planning, financial accounting and auditing activities for the National Center for Security & Preparedness (NCSP).  The Budget Analyst must be able to independently review, analyze and manage the accounting systems for NCSP.  

Duties and Responsibilities:

  • Execute budget implementation, execution, projection, control, reporting and analysis
  • Develop and improve new and existing operational procedures in accordance with generally accepted accounting principles
  • Maintain and/or audit payroll records, staff travel, accounts receivable and accounts payable
  • Prepare timely, accurate information on the internal audit
  • Identify potential errors, analyze themes and explain outlying figures
  • Monitor compliance with approved expenditure plans and funding agreements by reviewing fiscal activity
  • Participate in fiscal analysis for projects/funding assignments
  • Advise senior staff on continuous quality improvement of processes/controls and help to create/update financial guidelines
  • Participate in special projects related to the finance branch to develop innovative solutions to emerging administrative issues
  • Collaborate with program staff to identify and mitigate issues at the ground level
  • Communicate effectively with the NCSP's leadership team on the organization's financial status
  • Maintain a working understanding of the connection between financial information and the impact of relevant projects

The Budget Analyst reports to the Finance & Administration Manager.


Minimum Qualifications:

  • Bachelor's degree in a relevant field from a college or university accredited by a U.S. Department of Education or an internationally recognized accrediting organization; relevant fields include Business, Business Administration, Public Administration, Finance or Accounting
  • 1-3 years of related experience
  • Mastery level experience with Microsoft Excel; candidate should also be comfortable building Excel pivot tables
  • Proven research, problem-solving, interpretation, and critical thinking skills
  • Proficient in financial auditing
  • Experience in other areas of financial operations such as cost projection, budget modeling, trend analysis, etc.
  • The ability to handle multiple competing assignments at a time
  • Demonstrated ability to establish and sustain positive working relationships and collaboration among a diverse group of stakeholders
  • Excellent written and verbal communications skills
  • Eligibility to handle sensitive but unclassified materials, including information that is law enforcement sensitive or export-controlled to non-U.S. citizens
  • In consideration of the extensive work the NCSP conducts with the NYS Division of Homeland Security and Emergency Services (DHSES), the applicant must be able to satisfactorily complete the NYS DHSES's background screening and credentialing process prior to employment. This includes a criminal background check.
  • Applicants must address their ability to work with a culturally diverse population in their application.

Preferred Qualifications:

  • Master's degree in a related field from a college or university accredited by a U.S. Department of Education or an internationally recognized accrediting organization, relevant fields include Business, Business Administration, Public Administration, Finance or Accounting
  • Experience in financial administration within the SUNY system, another higher education institution, another NYS agency, or the public/non-profit sector
  • Experience developing and/or improving various technologies used in financial processes and reporting
