The Financial Information Services Agency - Office of Payroll Administration (FISA-OPA) has a vacancy for a Business Analyst to support the timekeeping system application that interfaces with the City's Payroll (PMS) and HR and Benefits (NYCAPS) systems. This individual will be responsible for designing and implementing production application changes, as well as troubleshooting and recommending corrections for production system issues. The individual must be well versed in the different phases of Software Development Life Cycle with broad contribution to requirements gathering, analysis, and design. The individual must have the ability to transform business requirements into functional documents and must be familiar with working with a time and attendance application, or payroll application.

Qualifications:

Minimum Qual Requirements

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or 
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or 
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or 
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in 
"1" above. 
Qualification Requirements (continued) 
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

Preferred Skills

• Extensive experience creating business/functional requirements and system design documents that provide logical and creative solutions to complex problems. Hands-on activities must include: Decomposing business requirements into detail designs that may cover items such as: functional and framework features, configurations, business rules, and interface file layouts. 
• Extensive experience working with a time and attendance application, or payroll application, or human resource application on an Open Systems platform that would include responsibilities such as: 
- Application configuration; business rules identification and configuration; and agency configurations; 
- Functional design; 
- Root cause analysis of production application issues. 
• Strong Oracle SQL and PL/SQ with hands-on expertise. Must be able to research data issue by writing complex ad-hoc queries. 
• Clearly document and explain problems and work with others to resolve software defects while ensuring technical compatibility and end user satisfaction. 
• Ability to translate complex, technical work into common business terms. 
• Proven experience in designing or configuring systems to meet business processes.
• Experience with relational databases and table structures. 
• Ability to plan, manage time according to schedules, and status reporting. 
• Excellent communication (oral and written), interpersonal, and organizational skills required. 
• Strong MS Office 2010 and later; including Visio, Excel and MS-Access required.
