Civil Engineer

The Green Mountain & Finger Lakes (GMFL) National Forests, a unit within the US Department of Agriculture—Forest Service is providing notice that it seeks to fill a single permanent position for a qualified Civil Engineer. The duty station will be at the GMFL Supervisor’s Office in Rutland, VT. The purpose of this outreach notice is to inform prospective applicants of this upcoming opportunity and to determine interest in the position. This position serves as the Civil Engineer with responsibilities for engineering design, construction contract administration, supervision of engineering personnel, managing and maintaining the GMFL roads and bridges, assistance with recreation facilities, dams and buildings, Town COOP road agreements, NEPA analysis and other engineering duties.

Major Duties

Provides necessary information pertaining to road, dam, and building facilities.  Reviews and provides input into new, proposed, or revised projects. Incumbent will provide technical advice on all aspects of transportation projects, forest accessibility, timber sale roads, dams, and buildings.  Projects are located throughout the GMFL and include roads, recreation and administrative sites, bridges and culverts, and dams. 

The incumbent will assist in the evaluation of transportation plans and engineering designs including conducting surveys and investigations.  The incumbent provides direction to others in the principles of planning, designing, operation, maintenance, monitoring, and inspection of engineering transportation facilities, recreation facilities, buildings, dams, timber sale roads, and water & waste water facilities.  

The Incumbent will be expected to serve as Contracting Officer's Representative (COR) and Engineering Representative (ER), providing engineering expertise, technical advice, recommendations, and suitable alternatives to the Contracting Officer and Forest officials.  Incumbent may supervise inspections.  Incumbent is responsible for training other engineers and technicians in all aspects of engineering, e.g., design, operation, maintenance, monitoring etc. Conducts periodic inspections of transportation facilities to ensure they are maintained to the original standard of construction and to ensure the safety of the public. Candidate will be the primary contact and coordinator for town project agreements.

The position supervises a civil engineer and two engineering technicians.
