FISA is seeking a highly motivated and experienced manager to oversee the Technical Services (Infrastructure) Team within the HR/Payroll division. This position is for a seasoned manager - who will have responsibility for the Open Systems Team(s), Database Administration Team, and Monitoring functions and technical project management. The manager must be self-motivating with a positive attitude and willing to work with application and integration teams on tactical and strategic projects. The manager will have full responsibility for the high availability of all underlying infrastructure systems/services. The manager will ensure that the HR/Payroll infrastructure systems/services and production data can be restored within the overall design of FISA's disaster recovery design.

The candidate will be expected to:

PERFORMANCE MONITORING

• Ensure that processes are in place to actively monitor online and batch operations. Monitoring will ensure that system response times are within acceptable levels. Monitoring will ensure that system resources (CPU and memory) are configured to safely support both peak and regular usage levels and that resources are assigned at a level to support planned growth with an appropriate level of support for unexpected spikes.

CAPACITY PLANNING

•Ensure that periodic evaluations of storage and hardware are performed to determine if current capacity can meet planned needs or if additional storage / hardware is needed.

•The manager will work with all HR/Payroll technical teams to come up with a singular needs package that addresses the growth requirements, e.g., disk storage, memory, CPU, licenses., etc.

NEW TECHNOLOGIES

• Evaluate new technologies as requested and during the upgrade cycle of existing hardware to determine if technical strategies should be adjusted to align with external trends.

INFRASTRUCTURE SOFTWARE VERSION MANAGEMENT

•Ensure that processes are in place to manage the inventory of product versions and that we remain informed about the life-cycle for the products we operate.

•Ensure that HR/Payroll system solutions remain on vendor supported product levels and ensure that upgrade projects are initiated in coordination with business, test, and development teams.

FISCAL PLANNING

• Within the City and FISA's budget and planning cycle, produce a plan that lays out the cost over time for hardware and software purchase / upgrades as necessitated by: end-of-Iife for hardware, new business requirements, end of support for software, capacity/growth, consolidation initiatives for cost reduction, etc.

INFRASTRUCTURE TEAM OVERSIGHT

•Ensure that the Open System, Database, Business Objects, Performance and Monitoring teams operate as a cohesive group to ensure that systems remain available per service level agreements with business and application teams.

•Oversee the group managers / team leads and ensure that the day to day operations are monitored and issues are escalated.

•Serve as a lead for matters related to Disaster recovery.

•Prioritize work, plan and provide leadership to the Infrastructure teams in order to best meet the commitments and project target dates for large and small initiatives. 

Qualifications:

Minimum Qual Requirements 

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in

"1" above.

Qualification Requirements (continued)

NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles. 

Preferred Skills 

•Strong IT experience including IT management, multiple roles in systems implementation, supervision of technical personnel, architecture, security/compliance, and business wide strategic planning.

•Experience in analysis, implementation and evaluation of IT systems and their specifications.

•Experience in Backup and Recover for day to day operations and Disaster Recovery.

•Experience managing, installing, and upgrading of Database and Open Systems platforms.

•Experience supporting large Oracle database environments

•Experience supporting large Peoplesoft application environments.

•Experience with Cognos and Warehouse environments.

•Understanding of IBM WebSphere application server and messaging technologies.

•Experience with Performance Analysis and Tuning, Capacity Planning.

•Excellent troubleshooting, analytical and problem solving skills.

•Excellent communication skills (oral and written), interpersonal, and organizational and strong project management skills.
