DISTINGUISHING FEATURES OF THE CLASS:  This position is responsible for the specialized programmatic tasks and functions primarily performed and focused in the human resources areas of recruitment and onboarding of employees in accordance with State, Federal, and local regulatory agency laws and requirements and in accordance with the policies and procedures of the Schenectady City School District. The incumbent works to increase the diversity of both the applicant pool and employee make-up of the District and develop processes and procedures to ensure the retention of District employees. The work is varied and is performed under the general direction of a higher-level administrator with leeway for the exercising of independent judgment in dealing with both routine tasks and new tasks or where a policy is not yet established.  Does related work as required.


  • Provides leadership in the recruiting process, working in close collaboration with all internal stakeholders in the process of identifying and selecting qualified and diverse staff and faculty;

  • Ensuring the highest levels of service delivery and district hiring standards are met, analyzes the recruitment and onboarding processes for process performance with a goal of appropriate candidate selection in a timely manner;

  • Prepares recruitment dashboards, presents dashboards, recommends changes to the recruitment process and implements approved changes;

  • Analyzes the performance of recruitment sources and channels; calculates the cost per hire, time to hire and recommends changes and improvements;

  • Continuously recruiting and developing pipeline relationships with the education community (colleges and universities) and job seekers;

  • Engages in candidate prospecting efforts through actively networking and participating in targeted recruitment events/initiatives while also developing a name for SCSD and an employer of choice;

  • Working with administrators, identifies difficult job vacancies and investigates and proposes the best recruitment plan;

  • Maintains the required HR documentation in the recruitment process;

  • Designs and revises applicant tools, where necessary, including forms and online processes;

  • Seeks creative and meaningful methods and means of articulating the mission, vision and goals of Schenectady City School District- as a key SCSD Ambassador- in all recruitment initiatives;

  • Collaborates with Lead Hiring Administrators and HR team to capture client staffing requirements, including effective position descriptions, expectations, criteria and recruitment plan timelines;

  • Develops effective and creative recruiting plans and assists the Lead Hiring Administrator throughout the recruiting process;

  • Monitors HR recruiting process including provision of resumes, and/or screening; scheduling interviews, reference checking, validating credentials, executing appropriate correspondence;

  • Effectively communicates district goals and objectives, including those of diversity and inclusion, in the recruitment process and assures these requirements are met throughout the process;

  • Ensures successful and organized handoff between candidates and Lead Hiring Administrator teams;

  • Coordinating such recruitment activities as phone screens and face-to-face interviews for candidates;

  • Maintain and track opportunities, candidates, contacts and other relevant data sources, providing accurate, thorough documentation on applicant tracking or other computer-based documentation tools;

  • Researching websites, social media and job boards in prospecting for new opportunities aligned with the goal of diverse and inclusive recruitment;

  • Establish and maintain communication with all stakeholders throughout the recruiting and onboarding processes;

  • Assist in the development of a strategic, integrated and consistent onboarding plan for staff including initial HR “orientation” through total onboarding program (TOP);

  • Coordinate onboarding initiatives as identified by supervising administrators;

  • Identify TOP activities that demonstrates how we value the employee, making a positive first impression such as welcoming organizational communication and activities;

  • Assist in developing TOP systems that provide for assimilation of all new employee including New Professional Orientation for faculty and New Administrators Orientation, the “Substitute Experience”;

  • Design and implement follow-up surveys for employees in the TOP process;

  • Assist in the exit interview process;

  • Assures accuracy of data entry and all human resource records;

  • Answers and resolves employee and applicant questions during the recruitment and onboarding process, may be of an unusual or difficult nature;

  • Prepares original correspondence to employees, administrators, human resources vendors and other clientele on a variety of issues;

  • Process information requests pertaining to human resources areas, but not limited to, recruiting, onboarding and benefits;

  • Trains new employees and/or administrators in the use of HR systems and processes related to recruiting and onboarding;

  • Develops and makes recommendations to make improvement in the office and in process and procedures;

  • Prepares reports using the HRIS or other computer-based application to create spreadsheets; manipulating data as needed;

  • Maintains electronic and hard copy files and records as required;

  • Assists in the development of human resources processes and procedures;

  • Helps ensure compliance with all applicable federal and state laws, including FLSA, IRCA, ADA, FMLA, Title IX, COBRA, HIPAA, among others;

  • Provides back-up to other Human Resources staff;

  • Performs other duties as assigned consistent with the goals and responsibilities of this position as directed by the District Director of Human Resources or his/her designee and Superintendent and his/her designee.


FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Excellent knowledge of recruitment, and/or marketing, and/or the onboarding process; Good knowledge of all human resources functional areas including employment, benefits, payroll, health insurance, labor relations and/or marketing functional areas such as marketing strategy, marketing planning product branding and positioning; customer service follow-through; Must have a clear understanding of all

activities involved in recruitment, including goals for diversity and inclusion; and ability to provide leadership in designing and implementing a successful recruitment program whereby the District is successfully marketed as a desirable employer; Must be highly driven, competitive and accountable; Solid business acumen and entrepreneurial mindset required; Superior communication skills, both oral and written are essential; excellent knowledge of business arithmetic and English; excellent analytical, problem-solving and decision making skills; skill in higher level clerical procedures, including processing paperwork;  skill at a higher level in the use of a personal computer/word processor, computer based applications; proficiency with Microsoft Office Suite of products (Word, Excel, PowerPoint); ability to understand and follow oral and written directions; ability to prepare written reports; ability to deal effectively with employees and the general public; ability to supervise and direct the work of others; clerical aptitude; mental alertness; physical condition commensurate with the demands of the position.


  1. Graduation from a New York State registered or regionally accredited college or university with a Master’s degree in business administration, human resources management, marketing or related field and two (2) years of full-time experience in either human resources including such activities as recruiting, including orientation of new employees, benefits, insurance training OR experience in marketing including developing marketing strategies as part of a marketing plan, sourcing, product positioning, branding and follow-through customer service; OR

  1. Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in business administration, human resources management, marketing or a related field and four (4) years of experience as defined by the limits of (A) above; OR

  1. Graduation from a regionally accredited or New York State registered college with an associate’s degree in business administration, human resources management, marketing or a related field and six (6) year of experience as defined by the limits of (A) above; OR

  1. An equivalent combination of training and experience as defined by the limits of (A), (B), or (C) above.
