Environmental Programs Manager

The County of Schenectady is seeking an experienced and qualified individual for the position of Environmental Programs Manager. This position coordinates and manages the County’s storm water quality program to meet federal, state and local regulatory requirements and to coordinate the development and management of the county hazard mitigation plan. This position coordinates with various county departments to develop and implement programs and procedures to assist in maintaining compliance with State Municipal Separate Storm Sewer System (MS4) permit. This position oversees program management and regulatory requirements for the County’s MS4 permit. This position is also responsible to coordinate the ongoing requirements for the development and update of the county hazard mitigation plan.
Qualified candidates must possess good knowledge of the principles, practices, methods and techniques of stormwater management; Good knowledge of local, state and federal rules and regulations relative to stormwater control activities; Good knowledge of permit requirements regarding stormwater control; Working knowledge of sources of information regarding pending changes in storm water legislation requirements: Ability to develop, coordinate and implement a stormwater control program: Ability to develop, implement and evaluate new and revised policies, procedures, methods and standards relative to storm water control; Good knowledge of identification of hazards, both natural and man-made and strategies to mitigate hazards; Ability to prepare education and outreach materials; Ability to educate and inform the public regarding storm water control and hazard mitigation activities.
Candidates must be a gradaute from a regionally accredited college or university in civil engineering, chemical engineering, sanitary engineering or environmental engineering, and possess three (3) years of professional level work experience in water quality management, stormwater management, water pollution control or a closely related field. NOTE: The candidate shall have an active certificate of completion of the NYSDEC endorsed training in the Principles of Erosion and Sediment Control and shall maintain this certificate through employment.
