FINANCIAL SYSTEMS PROJECT MANAGER

Job Description 

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) has a vacancy for a Technical Project Manager.

Reporting directly to Director of Technical Services in the Financial Systems group, the qualified candidate will provide project management support: ensure that new hardware / software projects initiatives are tracked and executed efficiently; and new needs are mapped planned out in accordance with City budgeting and procurement processes. The responsibilities and tasks of the Technical Project Manager are organized as follows:

Hardware / Software Planning through Purchase

• Coordinate new procurement lists and budget estimates

• Review requested purchases with FMS Management

• Upon approval of fiscal year procurements assist with creation of CP if required

• Create requests (PR's) to purchase hardware/software/miscellaneous

• Track PR's through procurement process once approved by technical operations management

• Track delivery of purchases, make sure we obtain certificates of entitlement/authorization to use software

• Review invoices to make sure they are accurate and within range of estimates provided by the vendor

• Secure management approval on invoices. Attach copies to PR files.

• Update Clear Quest when orders are completed, note delivery date and change status to Completed.

• Maintain annual procurement spreadsheets for tracking purposes

• Liaisons with Procurement Department to make sure questions are addressed/resolved.

 Hardware/Software maintenance renewals

• Maintain list of hardware/software that requires annual support renewal

• Review each renewal to make sure we are still using the product and verify that we should renew support

• Sign approval at Level I for renewal items and forward to Level 2

• Track PR renewals through Process to make sure it gets to Procurement

• Update renewal spread sheet with new PR Number and end date

• Review renewal invoices to make sure they are accurate and within range of estimates >=

• Secure management approval. Attach copies to PR files.

• Liaisons with Procurement Department to make sure questions are addressed/resolved.

 Maintain stack spread sheets of upgrades/changes to PMS environments

• Attend weekly meeting to review progress to established dates

• Upgrade spreadsheets and note completions of changes

• Update Meeting Minutes on key issues with new or revised status, scheduled tasks and status.

• Distribute weekly updates to selected teams (Meeting Participants, UAT Testers, FMS Architects, FMS3 Testers, FMS3 CM, FACT and Stack CC participants)

Problem meeting management

• Attend weekly FMS Problem Meetings

• Maintain Problem Log and update with new information obtained from weekly meeting and updates provided by FMS team

ELA Representative

• Function as FISA's ELA contact with DOITT on current ELA Agreements (Microsoft, Adobe, VMWare)

• Attend presentation/update sessions arranged by DOITT and share information with FISA staff as appropriate

Technical Project Management for agency wide infrastructure initiatives

• Gather activities and milestones from infrastructure team leads and create baseline Microsoft Project Plans to track initiatives

• Update project plan to reflect schedule changes and update project plan to track progress 

Qualifications:

• Proficient in MS Project including customizing MS Project fields for tracking and reporting status and portfolio management.

• Excellent skills with other MS products (Word, Excel, PowerPoint and Visio).

• Strong understanding of System Development Lifecycle Methodology (SDLC).

• Excellent written and oral communication skills.

• Proven analytical skills.

• Demonstrated ability to develop and maintain project management metrics.

• Demonstrated ability to work collaboratively with other teams

• Ability to develop and manage a portfolio of initiatives (including initial planning/forecasting, budget and timeline).

• Candidate must be able to understand procurement strategies and understand how to factor into project planning for new IT needs

• Minimum 10 years hands-on experience working as an IT project manager - with experience including initiatives that are large scale and customer facing

• Project Management Professional certification a plus.
