This position is being offered through the Research Foundation for SUNY at the University Center for Academic and Workforce Development (UCAWD) Central Office in Albany.

Job Description:

The Human Resource Specialist will provide the overall day-to-day management of the UCAWD Human Resources (HR) unit.  Ensure compliance with State and federal rules and regulations as well as compliance with RF policies and procedures. 

DUTIES:

  • Guide and manage the overall provisions of human resources services, policies, and programs for UCAWD.
  • Provide the overall day-to-day management of the UCAWD Human Resources (HR) unit.
  • Responsible for interfacing with site directors/supervisors, The Research Foundation for SUNY's (RF) Sponsored Programs Office (SPO) of HR and Payroll, and SUNY System Administration (SA) HR or Employee Relations on pivotal issues or concerns.
  • Oversee employee relations for UCAWD providing advice on workplace complaints, discipline or other employee issues and coordinate with SPO and SA to bring about resolution to issues in accordance with RF or SA policies and procedures and State and federal employment laws. Participate in and/or chair workplace complaint committees.
  • Responsible for the evaluation and development of recommendations to improve personnel administration and procedures as they relate to UCAWD programs.
  • Conduct regular meetings with respective UCAWD units (Programs/Finance and Administration/IT).
  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Identify and address training needs for UCAWD units and individual coaching needs through internal and external professional development activities.
  • Participate in evaluation and monitoring of training programs to ensure success. Follow up to ensure training objectives are met.
  • Work with UCAWD Senior Leadership to determine staffing needs. Develop advertising programs (internal and external) to ensure high visibility with potential candidates.Use traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates.
  • Oversee the process for the screening and coordination of interviews with Search Committee Chairs.
  • Responsible for implementation of the annual RF Salary plan in conjunction with the Director of UCAWD and the Director of Finance and Administration.In addition, coordinate with the Associate Director for Personnel in the management of the Performance Program and Appraisal (PPA) procedure.

EDUCATION AND EXPERIENCE:

Bachelor's degree in a related discipline and a minimum of five years of progressively responsible experience in human resource administration.  Masters and/or Professional in Human Resources (PHR) certification preferred.  Comprehensive knowledge of State and federal regulations as they pertain to human resource and employee relations management.  Supervisory experience required and experience working with culturally diverse populations desired.

SPECIAL SKILLS: 

High energy individual that is comfortable performing multiple tasks and managing complex projects in a fast-paced team environment.  Excellent communication and presentation skills and the ability to exercise independent judgment.  Ability to exercise discretion in the handling of confidential and/or sensitive information.  Strong knowledge of various software packages.

$65,000-$70,000
