JOB TITLE: Program Manager, Medicaid Operations (Job ID: 1118)
STATUS: Full Time, Exempt
LOCATION: Schenectady or Tarrytown

JOB SUMMARY:
Program Manager works closely with members of the Medicaid SBU and other organizational partners to help facilitate the implementation or improvement of new and existing programs for the Medicaid SBU. Program Manager is responsible for monitoring program changes in accordance with State regulatory guidelines by analyzing new and
existing contract requirements for downstream organizational implications. Develops and disseminates periodic communications to ensure organizational partners are informed of Medicaid program requirements and policies. Develops and maintains tracking structure to ensure program changes and processes are organized. Program Manager is responsible for the interpretation of data and statistical analyses for the SBU by studying trends and evaluating data with the goal to improve the effectiveness of program or process operation. Meets program goals and objectives, as directed by delivering results to a high degree of business value and customer satisfaction. Has the ability to respond to all levels of internal and external customers’ and/or business questions with succinct, accurate and timely solutions to a problem. Ensures appropriate level of program stakeholder ownership and involvement, and removes barriers to enable successful programs. Travel to other offices required with some overnight stays. Performs other duties as assigned.

Qualifications:

Minimum Education:

  • MPH or MBA preferred.
  • Bachelor's degree or equivalent education and work experience in a Managed Care environment required.

Minimum Experience:

  • Demonstrated success in managing program delivery and execution to a high degree of success and customersatisfaction.
  • Minimum 5 years Health care / health insurance experience
  • Minimum 2-3 years prior experience interpreting and evaluating data, reports and dashboards

Required Skills:
• Demonstrated ability to interpret data into meaningful, objective information.
• Ability to respond to all levels of internal and external customers’ business questions and/or requirements using
informatics solutions with strong emphasis on a customer-centric final product.

• Possess a high level of motivation and professionalism and demonstrate ethical conduct and good judgment at all
times while conducting MVP business.
• Must have excellent organizational, interpersonal, oral and written communication skills.
• Thorough knowledge of Medicaid Managed Care required.
• Knowledge in the managed care field, and specifically case management concepts and/or processes, and NCQA
Accreditation processes and/or reporting strongly preferred.
• Exceptional organizational, written, verbal communication and presentation skills with strong attention to detail
required.
• Demonstrated ability to manage multiple assignments with a high level of autonomy and independence.
• Advanced skill in Microsoft Excel and/or Microsoft Access required.
• Comfortable using other standard office productivity applications (Word, Outlook, PowerPoint, Publisher
• Ability to adapt to a fast-pace, changing environment.
• Ability to handle changing priorities and sometimes short deadlines.
• Demonstrate ability to work and excel in a collaborative, team-oriented environment.
