Purchasing Agent

Location: 900 Watervliet-Shaker Road, Albany

Basic Function: The work involves the responsibility and management of purchasing a wide variety of equipment, supplies and risk management (insurance) functions. These duties involve responsibility for administering the policies and procedures involved in the purchase of equipment, supplies and services. Incumbent reviews prices and bids and approves purchases in accordance with established policy and law. The incumbent must stay current with federal, state and local regulations pertaining to procurement of goods and services within school districts. The incumbent will provide internal support to the Capital Region BOCES and external support to other BOCES and component school districts. The work is performed under the general supervision of the School Business Official. At the discretion of the Capital Region BOCES Board of Education, this incumbent will be responsible for the purchasing of goods and services. The incumbent exercises direct supervision over support staff. Does related work as required.


 Directly supervises the duties and responsibilities of support staff;

 Awards contracts of sale to vendors for the purchase of equipment and maintenance agreements;

 Keeps and maintains records and makes reports;

 Oversees the activities of the purchasing of equipment, supplies, rentals, maintenance contracts and services in accordance with the policies and procedures as well as through state contract;

 Confers with various departments for the need to purchase items and assesses the purchase needs;

 Develops new programs, both internally and externally, designed to meet changing client needs;

 Develops and administers the budget for the Procurement Program;

 Meets with school district officials to discuss their procurement needs and the level at which those services can be provided;

 Maintains an up-to-date understanding of federal, state and local regulations pertaining to school district procurement;

 Trains staff on federal, state and local regulations and procedures;

 Reports both orally and in writing to the School Business Official;

 Assists in reviewing estimates for annual purchases and centralizes the purchases procedures;

 Recruits, hires and evaluates staff for the various services offered through the Procurement Program.

 Thorough knowledge of the methods, practices, and terminology used in municipal purchasing;

 Good knowledge of the ordinances, laws and regulations governing municipal purchasing;

 Good knowledge of bidding procedures utilized in awarding contracts;

 Good knowledge of business arithmetic and business English;

 Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheet and databases;

 Ability to plan, review and supervise the work of others;

 Ability to deal effectively and impartially with vendors;

 Ability to establish and maintain effective working relationships with others;

 Ability to evaluate purchasing practices and recommend changes;

 Ability to prepare and conduct training sessions and meetings;

 Ability to train personnel;  Ability to develop and administer a budget,

 Ability to communicate effectively both orally and in writing;

 Ability to accurately maintain records;

 Ability to prepare oral and written reports;

 Physical condition commensurate with the demands of the position

Starting Date: As soon as possible

Starting Salary: $60,000-$82,000 prorated to the amount of service rendered. The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.




A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and five (5) years of experience in large-scale purchasing of a variety of commodities; OR,

B. Graduation from a regionally accredited or New York State registered college with an Associate’s Degree and seven (7) years of experience in large-scale purchasing of a variety of commodities.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
