The incumbent will coordinate the activities of a large (several million dollar) purchasing program within the Bureau of Marketing and Creative Communications. Specific duties will include: developing procedures and standards related to purchasing and awarding of contracts; developing documents establishing policy, procedures and standards, including guidance documents, templates, checklists, etc., for management and staff; approving all purchases, ensuring compliance with DOH/HRI policies and standards; interpreting DOH/HRI policies, procedures and standards; working with suppliers to modify documents in accordance with such policies and standards; reviewing and approving funded contracts, budgets, budget modifications and expenditure vouchers, ensuring compliance with all fiscal and administrative requirements; and supervising staff. Other related duties as assigned.

Qualifications:

Minimum Qualifications

Bachelors’ degree and three years of purchasing or contract administration experience OR an Associate's degree and five years of such experience; or seven years of such experience.

Preferred Qualifications

Extensive knowledge of print and production processes and experience purchasing printing. Experience writing procurement documents and award recommendation packages.  Experience developing Question and Answer documents, providing purchasing/procurement debriefings for bidders, developing and conducting reviewer trainings, compiling grant/vendor award packages and responding to Office of the State Comptrollers procurement process questions.  Knowledge of Procurement Council guidelines on open market buying and other applicable purchasing/procurement regulations (i.e. those related to minority and women-owned businesses). Experience in the development and fiscal management of contracts or grants.  Ability to research, analyze and report information.  Ability to work under pressure and meet deadlines.  Supervisory experience.  Experience with financial systems and vendor responsibility requirements.
