Statistical Data Analyst

The Statistical Data Analyst will assist with the NYS State Innovation Model (SIM) and All Payer Database (APD) goals of increasing the quality of patient care and the quality of medical services, lowering medical costs, and making health insurance more affordable, by leading various activities that require collaboration between the NYS Department of Health (DOH) and NYS Department of Financial Services (DFS). 

The incumbent will primarily be responsible for formulating research and evaluation initiatives, conducting data analyses, producing visualizations, and supporting management data needs related to analyzing insurers’ payments to health care providers, establishing benchmarks for insurers and providers to move away from fee-for-service, developing ways to enhance the actuarial premium rate setting process, and evaluating the impact of evidence-based educational and engagement activities on primary care providers’ prescribing practices in an effort to combat antibiotic resistance. 

With support from the workgroup project manager, the incumbent will also assist with the programmatic and analytic activities of a DOH/DFS workgroup. Activities include planning workgroup activities, convening appropriate subject matter experts, tracking workgroup progress and completing research. The incumbent will also attend internal DFS meetings regarding enhancing DFS databases and cross-office meetings on using the APD for review of proposed premium rates. 

In addition, to gain a broad view of Department activities related to reform and data/technology development, the incumbent will act as a liaison to various cross-organization workgroups such as the Transparency, Evaluation, and Health Information Technology workgroup, the Advanced Primary Care Statewide Steering Committee, the Value Based Payment Workgroup, and other workgroups related to SIM, the Delivery System Reform Incentive Payment (DSRIP) Program, and a CDC-funded project aimed at promoting appropriate antibiotic prescribing. Activities will include tracking the progress of the meetings and providing expertise on data sources and data analyses. Other related duties as assigned.


Minimum Qualifications: 
Bachelor’s degree in statistics, mathematics, economics, or a related field and three years of statistical analysis experience and/or equivalent experience developing statistical programs; 
OR a Master’s degree in the appropriate field and two years of such experience; OR a doctorate in the appropriate field. 

Preferred Qualifications: 
Prior experience with workgroups, teams, or cross-organizational projects. Professional experience with statistical software such as SAS, R, and/or SQL. Experience in health care research or statistical/data analysis in support of research initiatives. Experience managing and analyzing large databases. Experience extracting, collapsing, sorting, and combining data from multiple sources. Demonstrated ability to produce visualizations, summarize complex technical information, and communicate related information to a variety of audiences.
