Stormwater Program Technician Assistant

The Stormwater Coalition of Albany County has (2) vacancies for the position of Stormwater Program Technician Assistant. These are 40 hr/wk positions, with benefits; salary competitive, contingent on experience.
These multi-year grant funded positions will focus on mapping stormwater infrastructure owned and operated by regulated municipalities throughout the county. Training provided as needed.
Preferred candidates are familiar with Geographic Information System (GIS) and Global Positioning System (GPS) technology; municipal operations; stormwater infrastructure; field work, and the Clean Water Act regulations. Some academic coursework is required, however work experience, ability to work with others, and a commitment to protecting and improving water quality is highly valued.

DISTINGUISHING FEATURES OF THE CLASS:
This is a position designed to be used by the Stormwater Coalition of Albany County where the individual will assist staff and members of the Coalition in implementing the Clean Water Act Phase II Stormwater Regulations. Activities will focus on MS4 Permit requirements and priority activities agreed to by Coalition members in various grant and planning documents (Coalition Annual Work Plan and Storm Water Management Program Plan(s)). These activities include: 1) public education and outreach; 2) public participation and stewardship activities; 3) outfall mapping and dry weather surveys; 4) sewershed and storm system mapping; 5) construction site inspections; 7) training programs; 8) facility audits; 8) data analysis; 9) general implementation of stormwater program requirements; and 9) the internal administration of Coalition operations. The Technician Assistant will work under the direction of the Coalition Stormwater Program Coordinator and/or Coalition Stormwater Program Technician. Does related work as required.
TYPICAL WORK ACTIVITIES:
Designs, creates and/or updates storm system maps, which display regulatory outfalls, municipal facilities, postconstruction stormwater practices, other relevant utilities, and serve to delineate storm sewershed boundaries;
Assists municipalities with record keeping of all MS4 Permit requirements, including the design and use of stormwater program management forms;
Helps create and update Coalition Stormwater Mapper map layers;
Assists municipalities with construction site and post-construction stormwater practices inspections;
Assists municipalities with facility self-audits and implementation of best management practices;
Assists municipalities with outfall inspections;
Develops maps which support green infrastructure practices at all scales of development (site level, neighborhood, landscape);
Develops maps which support integrated watershed-based management;
Develops and updates reference documents and maps which identify waterbodies of concern, geographic areas of concern; pollutants of concern; and target audience(s);
Assists in development of Coalition website content; outreach database; and Coalition publications;
Helps plan and participate in project specific municipal, and inter-municipal meetings;
Researches and supports public participation activities (ex. student water quality projects; tree plantings; volunteer catch basin stenciling; watershed trouble shooting-stakeholder projects; wadeable assessments for volunteer evaluators, other);
Creates and maintains records relative to the work performed;
Assists with MS4 Permit Annual Report(s);
Helps develop, implement, and analyze the effectiveness of stormwater programs, generally;
Helps track and develop updates to stormwater program planning documents (individual MS4s and the Coalitionwide);
Assists with the overall management of Coalition operations;
Assists with grant management documents;
Assists with any other tasks related to the implementation of the Stormwater Coalition work plan and related grant implementation, as needed.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Working knowledge of Geographic Information Systems (GIS), Global Position Systems (GPS), and remote sensing technology;
Working knowledge of governmental stormwater management regulations;
Working knowledge of stormwater management practices and related municipal operations;
Working knowledge of the purposes, principles, terminology, and practices employed in natural resource planning;
Working knowledge of professional literature and current problems in stormwater management and planning;
Working knowledge of physical and geographic make up of Albany County;
Ability to use ESRI Geographic Information System (GIS) software and manage multiple, inter-municipal mapping files;
Ability to use multiple Microsoft Office products (Outlook, Word, Excel, some Access);
Ability to understand and convey complex oral and written directions;
Ability to communicate to general public key stormwater concepts and content of the stormwater regulations;
Ability to communicate to relevant municipal staff the purpose of daily Coalition tasks as they relate to regulatory requirements and Clean Water Act goals;
Physical condition commensurate with the demands of the position (extensive field work).
MINIMUM QUALIFICATIONS: EITHER:
A. Graduation from a New York State or regionally accredited college or university with a Bachelor’s degree in environmental science, conservation biology, geography, civil engineering, environmental engineering, construction management and technology, water resource management, natural resource management, sustainable development, computer and/or information systems, geology, physical or natural science or a closely related field and one (1) year of experience in environmental technology, construction and construction management, GIS software/GPS mapping/surveying; or municipal infrastructure, highway operations, and stormwater program implementation; OR,
B. Graduation from a New York State or regionally accredited college or university with an Associate’s degree in environmental science, conservation biology, geography, civil engineering, environmental engineering, construction management and technology, water resource management, natural resource management, sustainable development, computer and/or information systems, geology, physical or natural science or a closely related field and two (2) years of experience as described in (A) above; OR,
C. Completion of at least eighteen (18) credit hours in environmental science, conservation biology, geography, civil engineering, environmental engineering, construction management and technology, water resource management, natural resource management, sustainable development, computer and/or information systems, geology, physical or natural science or a closely related field and three (3) years of experience as described in (A) above. SPECIAL REQUIREMENT: At time of appointment and throughout employment: Possession of a valid New York State driver’s license.
