New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Position Summary:

NYeC is seeking a Technical Business Analyst who will focus on the support and monitoring of NYeC Statewide Services as well as interaction with the technology of organizations statewide that connect through these services. The Technical Business Analyst will provide input towards system operations, implementation and Quality Assurance of systems that make up the SHIN-NY. They will also be responsible for internal systems supporting business operations such as Contract Lifecycle Management. Additionally, the Technical Business Analyst will have an overall understanding and appreciation of health information technology; its capabilities, limitations, and impact on clinical practice. This role will report directly to the Sr. Director, Services Management and be based out of the Albany, NY office location.

Primary Responsibilities:

• Support Quality Assurance initiatives with all participants in the SHIN-NY across New York State

• Review trends, experiences and approaches, develop technical and application implementation strategies

• Apply Business Analysis skills to systems internal to NYeC and to systems that make up the SHIN-NY to ensure best practices and full functionality

• Communicate with all levels of the organization, both written and verbally

• Work on multiple projects concurrently

• Familiarity with Master Data Management systems used for patient matching

• Assist with vendor system evaluation, requirements and implementation

Qualifications:

Experience and Skills:

• Bachelor's Degree required; Computer Science, Information Technologies or Healthcare related field desired

• Experience within the healthcare IT industry preferred

• Strong technical and analytical skills required, 2- 4 years application analysis in a healthcare environment preferred.

• Strong understanding of SQL and relational databases for reporting and data evaluation required, Knowledge of IBM Initiate Master Data Management (MDM) preferred. Proficiency in the use of clinical terminology such as LOINC, ICD9, SNOMED/CT, HCPCS, DRG preferred • Experience and knowledge incorporating healthcare interoperability standards including HL7, CDA into solution preferred

• Working knowledge of Web Services, XML, SQL, HTML and SOA a plus • Ability to understand business requirements and analyze platform capabilities

• Capable of interacting with multiple vendors and envisioning the "whole solution”

• Ability to work in a collaborative team environment to solve business problems

• Ability to manage multiple complex projects with tight deadlines at one time

• Ability to efficiently work under pressure and strict deadlines to complete assigned task

• Exceptional interpersonal, leadership, communication, analytical, and writing skills

• Excellent people, teamwork, and management skills to interact with senior staff, colleagues, cross-functional teams, and third party partners
