Description of Work Unit

Colorado State University is a large research, land grant institution. This position will be joining over 10,000 employees and over 30,000 students in Fort Collins, Colorado.

Parking and Transportation Services (PTS) is an enterprise of Colorado State University that oversees parking management (over 9000 spaces), transportation infrastructure (bicycle, bus, longboard) and transportation demand management (ridesharing, carshare, commuter education, event management). Our goal — to provide safe and accommodating access for our commuters and visitors.

Position Summary

This position will serve to increase participation in sustainable transportation options at Colorado State University with specific emphasis on our students. The selected candidate will be responsible for:

1. Student educational programming and event management focusing on transportation options and commuting.
2. Infrastructure management to support student commuting options including bicycle, longboarding, carpooling, signage, and wayfinding.
3. Collect, manage, and report transportation data for the benefit of the team, department, and University.
4. Planning and development review support to ensure transportation amenities are included in buildings and redevelopment on-campus and private developments that serve our students.

The hired candidate will have demonstrated a commitment to public service and a dedication to helping commuters select safe, efficient, and cost-effective transportation options to meet the unique needs of the individual commuter. This position requires a willingness to “get out of the office” and foster relationships on campus and in our community to enhance our transportation system and programming. This position will require some periodic evening and weekend hours to support public meetings and events

Essential Duties

Job Duty Category Student Transportation Programming

- Implement student bicycling training program based on League of American Bicyclist’s Smart Cycling program
- Assist with bicycle group ride planning for students and employees
- Provide event planning leadership for transportation-related events that have specific education outcomes and strong participation including We Ride during Ram Welcome
- Serve as liaison with CSU Athletics to organize gameday bike valet for the new on-campus stadium 
- Develop student commuter travel training program to include incoming and transfer students
- Create a temporary bicycle rack policy for all campus events based on anticipated visitors and availability of racks along with a rack rental fee with Surplus Properties. Assist event manager with policy adherence
- Serve as project manager for student ski bus program to ensure students have a transportation option without the need for a personal vehicle
- Support City bicycle and transit initiatives and events that help increase bicycle and transit ridership
- Create student commuter carpooling initiative to reduce VMT and free-up available parking inventory
- Increase participation in CSU ridesharing platform by students
- Develop annual budget for student programming
- Administer online commuter training module
- Other duties as assigned

Job Duty Category Infrastructure / Inventory Management

- Oversee the purchase and placement of bicycle and longboard racks based on rack utilization data, consultation with building proctors, and customer requests
- Develop process for tracking and mapping the placement, replacement and temporary storage of bicycle and longboard rack inventory along with an powder coating plan 
- Create annual budget for rack additions, maintenance stands and replacement
- Create fee for service for the movement of racks on construction sites
- Develop a fee schedule to rent space in campus secure bike shelters 
- Develop process for tracking and mapping the placement and condition of transportation signage and wayfinding at CSU 
- Develop policy for the implementation and signing of carpool, vanpool, and Uber/Lyft parking
- Other duties as assigned

Job Duty Category Transportation Data Management

- Enhance and maintain Parking and Transportation Services Team Dashboard (performance metrics) to include bicycle counters, rack utilization, parking permit sales, EV charger usage, event participation, and transit ridership
- Liaison with CSU Facilities Management, Police, Health Center, and the Geospatial Centroid to coordinate the transfer of data for mapping and reporting purposes
- Develop Parking and Transportation Services webpage for online reporting of data to the public
- Field media requests for transportation data in coordination with CSU External Relations
- Actively provide relevant data to local, county, regional, and state planning efforts
- Participate in Campus Bicycle Advisory Committee (CBAC) with associated data reporting
- Other duties as assigned

Job Duty Category Transportation in Development Review

- Active representation of Parking and Transportation Services in the development review process for new buildings and existing building renovations to ensure transportation amenities are considered and included (commuter showers, bike racks, break rooms, transit stops, etc)
- Track off-campus private student housing developments to ensure transportation amenities are included in the building design. Craft letter on behalf of CSU during public comment for development review
- Establish construction site detouring policy and contract boilerplate for bicyclists, pedestrians, and longboarders
- Lead process for developing Facility Construction Standards (https://www.fm.colostate.edu/construction/constr_standards.cfm) for the following: 
1. Bike Racks and Longboard Racks
2. Secure Bicycle Parking
3. Covered Bike Parking
4. EV Charger
5. Indoor Bike Parking Room Standard
6. Transit Shelter
7. Roadway striping
8. Bicycle Counters
9. Bicycle Maintenance Stands
- Update Commuter Friendliness Building Assessment periodically
- Other duties as assigned

Required Job Qualifications

- Bachelor’s degree in , Business Administration (Marketing / Sales ), Hospitality, Planning, Engineering, or other field related to Transportation Demand Management.
- Three (3) or more years of full-time equivalent professional work experience in related field

Preferred Job Qualifications

- Experience in a Higher Education setting
- Master’s degree with 5 or more years of experience in Transportation Demand Management, Planning, Event Management, Sales, or other related field.
- Highly developed communication skills to include:
1. Serving as facilitator of interdisciplinary groups
2. Presentation to large groups
3. On-Site event or meeting manager
- Demonstrated mastery through specific work experience examples with the following software applications:
1. Microsoft Word
2. Microsoft Excel
3. Microsoft Powerpoint
4. Microsoft Outlook
- Working knowledge of Wordpress, GIS, Adobe Photoshop, and Adobe Illustrator
- Experience working with diverse populations and audiences
- Candidate will demonstrate through their work experience where they have worked independently with minimal supervision to bring an assigned project or initiative to completion
- League Certified Instructor (LCI) – League of American Bicyclists
- Association for Commuter Transportation (ACT) Leadership Academy Graduate
